Yes, perhaps you are thinking of the ability of Scouts to deploy in their own deployment zone and still be able to charge in the first turn of the game.

Yeah, generally speaking when a normal-sized unit does a swift reform, if it turns into 2 ranks/files then it's almost certainly fine- occasionally I've seen people swift reform into congas and move troops way farther than they're allowed, but that's not the case here. Brets can be a tough matchup, especially when their trebs get a good first shot off. If your Phoenix destroyed one of the trebs you didn't need to test to restrain.

Pfffrp, think bigger, they should have fixed this years ago. Flying chariots have existed since the start of 8th edition, with the Black Coach, followed swiftly by the Tomb Kings' chariot belonging to Arkhan (which is doubly banned from marching as it's a chariot and Nehekharan undead).
