Hello,
had a very rare experience happen to me last night which involved 5 wargammer brainers brains working it out we all agreed, but non of us were sure if we were right.
My Lvl 2 high mage, failed to cast a spell, can i then use a bound spell ( khaines ring of fury ) from the same character
we all said yes, but couldn't back it up, the rule book doesn't really answer the question.
second question
i saw a thread a while a go, regarding dark elves hatred vs a frost phoniex, just wondering what the consensus is on this matter? and if the answer is no they don't get hatred, as its not a high elf, does this pass to the star dragon aswell

As for the magic spell, Yes you can and its also covered in the BRB under bound magic items. (Somewhere in the magic section?)

Q1: Bound spells - Yes you can still cast it. This is made clear on pp.37 of the BRB

Q2: Unclear and still up for debate as it is never really defined whether they hate just the Elven HE or the whole HE book. Generally most people (at least in the NE USA) play that they do indeed hate everything in the book."Bound spells can be used even if the bearer has broken his concentration or is not a Wizard" and "...bound spells never benefit from any casting modifiers that the user might have..."

I think the hint for the second question comes from dwarfs army book.
Dwarfs army special rules includes Hatred(Orcs & Goblins, Skavens).
The rule section further elaborates that the hatred rule applies to any unit taken from the army books above.
(i.e. every unit from either orc & gobbos or skavens)
In this regard, I would say that Dark Elves get to 'hate' even the phoenixes.
Of course, someone can argue otherwise since DE army book merely states Hatred(High Elves)
instead of elaborating like dwarfs army book.

The way ETC has ruled it is Dark Elves only hate the High Elves
So it does not hate the Great Eagles, Dragons, Giffon and/or Phoenii

Hate to say it the wording is hatred high elves,
Is no legal definition of high elves except everything in warhammer armies high elves, so I would say they get hatred and it makes sense even though it fatally imbalances the match up IMHO
It's how we play in uk but is no definite answer, the ring question has been covered correctly
We await FAQ
And the etc faqs are sometimes rubbish they actually ruled BOTWD does not work against black horror for instance
