For me it looks like your Lords section is really strong, but everything else then feels really weak. I assume you are keeping Teclis in with the Archers, as otherwise he would die as soon as you got to combat, but that does mean that you are losing the protection of BotWD if you send your BSB up.
On the point RE Swordmasters I've done the maths and for a unit running 6x4 in combat Swordmasters only outperform White Lions significantly when the opponent has an armour save of 5 or less and toughness under 4 or they have WS5. So if you are using them to take out mass infantry like skaven or the like, probably go for swordmasters, otherwise white lions - but even against WS3T3 low AS swordmasters will only do on average of 3 more kills (11 vs 14 but 11 is still probably enough to win combat).
My main concern would be that you have a very mobile unit of Silver Helms and Dragon and then a slow unit of Swordmasters and static or very slow archers meaning you can't focus your troops and your army gets quite split up. The lack of Reavers, Eagles and a Pheonix is also something I would consider.
I think it does probably have balance, but I'm not sure that anything outside your Lords choices are going to worry many people...

I agree with Timharper that your list lacks a bit of focus.
I would go with something like:
Dragon Lord
Mounted level 4 (High)
Mounted BSB (BotWD? - dragon is stubborn and its just good!)
Mounted Noble
Silver Helms
Reavers
Bolt Throwers/Frost Phoenix mix
or
Dragon Lord
Level 4 (Life?)
BSB
Archers + Reavers
WL with BotWD
Bolt Throwers

@john i have been playing with a cav bus, dragon lord and frostie but after having a look at those uk masters list(and the models i have) that style/type of list just loses to too many of those lists.
Teclis means i dont have to push, can hide my dragon, and deal damage from distance, with the dragon as a counter punch.
@tim, lookingt the masters lists, there is very little to redirect, might dpit the helms and put the bsb on foot tho.

The question is though how often are you going to come up against masters style lists which if I understand correctly have no comp at all. To take the extreme example you would never see an elf army with 65 archers, Teclis, allareil, a level 4 death and a folding fortress in another army.
I'm not trying to say that it's weak - any army with a star dragon and Teclis has got strength, just that it could probably be improved and obtain a balance.
