MSU High Elves get second place at Bargelcon II Tournament
This was a two Day Tournament using a Swedish Comp of 0+ which was virtually no comp.
My MSU 2.5k List (8 under Swedish comp).

Day 1
Game 1 Meeting Engagement vs. Dooley's Warriors of Chaos
The Warriors army consisted of 2 units of Skullcrushers, 10 knights, Warrior block with a level 2 Sorcerer, small chariot and big chariot, BSB on Demonic mount and General on Demonic mount,
This was a tough list for my HE's to get points out of.
The HE's loaded the left and center and denied the right flank with Eagles baiting/re-directing the Skullcrushers away from the elvish lines.
12-8 Win
Game 2 Blood and Glory vs. Tim's Goblin Army
High Elf cavalry enveloping the Goblins left flank
The HE's completed a double envelopment on the Goblin forces. The Goblins right collapsed when the Arachnorok and Spider Riders fled off the board. The fanatics were released but the HE cavalry closed in on the Goblins flanks, while the HE center of WL's held off the Goblins & Troll units.
20-0 Win
Game 3 Watch Tower vs. Ryan's Skaven

Game 4 Meeting Engagement vs. Cameron's Vampire Counts
This was a really tough game. The Vampires had double Terrorgheist, Killy Vamp on a Dragon Army General, 2 Vamps on Steeds, Hexwraiths, 3 big zombie blocks.
The problem for me was the scenario and I rolled a lot of 1's on deployment which meant a lot of my troops were bunched up in the left corner of the board.
My Magic and shooting were ok for the first 2 turns deleting his Hexwraiths and a Terror Gheist while my cavalry on the right flank took care of a small Vamp.
I had some badluck on turn 3 when my Silverhelms failed a 9" charge on the second Terrorgheist leaving it free to fly over. However he left it in sight of a WL unit which promptly charged in. Unfortunately the WL's failed a re-rollable Leadership 9 Fear Test so instead of winning the combat and killing it over 2 rounds they lost and died.
I managed to take out most of the Zombies but needed to kill the second Terrorgheist to pull off a win as it rampaged though my army on the last few turns.
6-14 Loss
Game 5 Battle Line vs. Dodd's Vampire Counts
The Vampire army consisted of a big Knight Bus with 5 characters, lots of chaff and a big unit of Skeletons.
Probably the easiest game of the Tourney for me. I redirected his Knight bus and cast Final Transformation twice on it before finishing it off with Silverhelms.
Turn 1. 4 units of chaff were killed and the Hexwraiths were shot off by the sisters.
The Vampire Lord charged out of the Knight bus and he survived until turn 6 when he was Searing Doomed and shot to death.
I lost 2 Eagles an RBT, 1unit of sisters, 1 unit of Dragon Princes and 1 unit of White Lions in the process of destroying the Vampire Army which had 1 unit of skeletons left in a building at the end of the game.
18-2 Win
So 4 wins and a loss to get second place overall and missing out by 1 point. I was very happy with the new MSU list.
Summary of units performance
Silver Helms*****
These guys in units of 6 really went well. Probably the most dependable unit ranked in 2 x 3 most of the time, and with 3 units they were almost always useful. The highlights included killing off a WoC Knight unit worth 330pts and a Black Knight unit with character worth 500pts.
Achmage*****
While Lore of Metal was underwhelming in some games partly because I failed to roll up Final Transmutation. Game 5 this spell helped destroyed a Black Knight bus and 3 Characters (weakened it enough so Silver helms could kill it). The buff spells were ok but not game breaking. Also Searing Doom killed a Vampire General in game 5. The Golden Crown was almost made redundant by the BoTWD this was my first time using it.
Book of Hoeth was really useful sometimes 1 dicing (with re-roll) to stop a LVl 1 or 2 caster.
Eagles *****
Both Eagles died for a good cause except in 1 game one survived, cheapest re-directors we have. Self destructed on 2 mangler squigs game 2.
Sisters of Averlon ****
Two units of these threw out a lot of useful damage getting rid of Regen on Terrorgheists and cleaning up chaff as well as softening up bigger units. Highlights were helping kill a Terrorgheist, 2 units of Hex Wraiths, some Trolls.
Dragon Princes ****
So reliable these guys survived most games and their Ward Saves and higher Leadership came in handy at times.
White Lions ****
The backbone of the army but had mixed results. The stubborn was great but the damage output wasn't always there. They killed a chaos chariot game 1, but got destroyed by Vampires with the Shroud. Two of the games killy Vampire lords chopped through them like a knife through butter.
Bowmen***
A unit of 15 helped support the Sisters shots and when buffed with Enchanted Blades were quite nasty, a quite cheap and solid unit.
RBT's ***
Running two of these was handy for sniping small units and scaring monsters and characters.
Swordmasters ***
These guys were generally kept in reserve but were used to garrison the Watchtower in game 3. I am thinking of putting the Banner of Eternal Flame on these guys for building assaults.
BSB Noble***
The build looked good on paper but I was to afraid to charge him in as his Leadership re-rolls were needed by the army. So the Starlance was rarely used.
Reflections on the Armies performance
The army performed really well though the Magic support didn't seem to be optimal (it was game winning in the 5th round). I am tempted to try a Loremaster which would probably have been better in 3 out of the 5 games but not as useful game 5.
The cavalry combined with solid WL stubborn blocks, with Magic & shooting support seemed to work well.
Tweaking this list. I would swap out the Golden Crown for the Banner of Eternal Flame on the White Lions or Swordmasters for dealing with Trolls and assaulting buildings (Watch Tower scenario).

I like this army. I could run it as is except I don't own any Sisters. How do you think a Frost Phoenix would do in their stead? I play in an uncomped environment.

Apart from helping with Chaff clearing and softening up bigger blocks, the Sisters helped me deal with Ethereals (Hex wraiths), Trolls and Terrorgheists.
But this play style may not suite everyone.
In my eyes the Sisters are key to helping this list work. I am proxying the sisters from core bowmen at present so maybe I lost some soft score points due to this.

Great placing indeed! It is good to see another version of MSU performing very well! I like toughness of your list and its speed. Your shooting is also very well designed. I must admit it is quite inspirational and I hope I will have more time to paint more models after Masters so I can try the ideas you did.
But it is also good that we can share mutual experience with different versions of the similar approach. I was in particular interested in BSB and it does sound like a valid point. he is way too precious to risk combat so maybe giving him offensive item such as Star lance is not the best option. Do you think giving it to DP champion might be useful for the army?
Also, what kind of BSB would you take instead? I am also curious how the fact he was mounted worked for you.

Yes I would definitely use the Starlance on a DP champion as Chris Cousins has at this years Australian Masters. However it was ruled by the TO in Tasmania that the Starlance can only go on a Character (page 63 HE book mounted character only). Unfortunately champions aren't characters waiting for an FAQ on that one.
If this changes the future or maybe when I go to mainland Tournies the Starlance will be on a unit DP Champion, it is that good in my opinion especially combined with potion of Foolhardiness for the extra re-rollable attack.

As regards my BSB he died in 1 game (the one I lost), but really didn't do much other than provide the leadership re-rolls in the other games, this was my fault as I thought he was a bit fragile to commit to combat. Being mounted certainly pushed out his charge distance if required. I tended to deploy him hanging off the BoTWD unit for the Leadership Bubble.
The mounted BSB was also immune to the Dreaded 13th in game 3.
I may try an alternative BSb build or go back to the reaver bow one. I did like him having the 2+ AS however.

Congratulations on the (near) win! This looks a fun list - if I were to try MSU I think I'd start with something like this as it has a familiar feel to it - basically very similar to my list but with more, smaller units (as you'd expect). Also, I love DPs but can't squeeze them into special with bigger units of elite infantry, but this route opens that up!
Couple of questions/comments:
BotWD is a huge investment on a 15 man unit; you could have upped it to 18 and still had points spare. Also, 15 man is relatively vulnerable (albeit lions do have 3+ vs shooting, 2++ vs magic here and stubborn in combat, but still). Did you find it recouped its points? Why did you have it in (predominantly) - was it for unit protection, vs deamons or character/miscast protection? Also there's an opportunity cost; on a big unit of lions it's almost a no-brainer, but on smaller ones are you not tempted by discipline and/or flame?
RE: flaming banner - I think it'd be great to have somewhere. SM as you've noted would become excellent watchtower guardians, but small units of lions like these with flame banner are perfect for monster killing (especially now we've lost re-rolls).

The BoTWD was really useful and worth the points, mainly for saving my WL's and characters after miscasts. It was also useful for protecting my characters vs. Terrorgheists in game 4.
I am going to try to fit the Flaming Banner in due to facing Trolls and potentially Hellpits, Chimeras, etc...
I was tempted to send the BSB off on a flank with most of the cavalry (did this in 1 game) but losing the re-rolls on my infantry was a worry, however nice to have the options. This is what happened in game 2 vs. the Goblin/Troll army. Being mounted also makes the BSB more survivable and Immune to the Dreaded 13th spell. I will try him a bit more before changing him at this stage.

The BoTWD was really useful and worth the points, mainly for saving my WL's and characters after miscasts. It was also useful for protecting my characters vs. Terrorgheists in game 4.
I am going to try to fit the Flaming Banner in due to facing Trolls and potentially Hellpits, Chimeras, etc...
I was tempted to send the BSB off on a flank with most of the cavalry (did this in 1 game) but losing the re-rolls on my infantry was a worry, however nice to have the options. This is what happened in game 2 vs. the Goblin/Troll army. Being mounted also makes the BSB more survivable and Immune to the Dreaded 13th spell. I will try him a bit more before changing him at this stage.
