My idea for the statues is that they are soldiers lining the streets of Tor Yvresse, between the collonades and statues of the city

The statues are two resin columns I've had for ages and don't know where from. The figures are old TSR wizards (one is Raistlin from the Dragonlance books) that were old and paint sick and perfect for statuefying

Even with magnetic trays, side rails help line units up better, they give something to hold when moving figures and as has been said, they add something to the look when included in the basing

Anyway, I played two games with my HElves today and got stuffed twice, combination of bad rolls from me and some epic rolls from my opponents - but mainly poor choices from me
